Congress has yet to agree on a stopgap funding bill to head off a government shutdown after Nov. 17 while lawmakers fight over emergency spending for Israel, Ukraine and more. CQ Roll Call’s David Lerman, Caitlin Reilly and John M. Donnelly outline the fiscal challenges for the next two weeks as the House also tries to pass full-year appropriations bills.
