The Senate debate on the National Security Agency’s expiring domestic surveillance program got off to a rocky start Sunday afternoon, as Sens. Dan Coats, John McCain and Rand Paul quarreled over debate time preceding procedural votes to reauthorize the program. With Coats controlling the floor, Paul attempted to claim time, asking the presiding officer repeatedly to state the time remaining before later asking to speak for five minutes. McCain objected to the request, telling the Kentucky Republican to “know the rules of the Senate.” “Maybe the Senator from Kentucky should know the rules of the Senate,” McCain said. Paul later received consent to speak for five minutes on the NSA program after forcing the Senate into a live quorum call. Read more at WGDB.
