Woman Arrested in Kidnap Attempt Near Capitol

Capitol Police arrested a 23-year-old woman Monday for trying to kidnap children near the Capitol.

According to a statement released by the police Tuesday morning, officer Jason Packer was stopped by a man on the 400 block of First Street Southeast at about 5 p.m. Monday.

“The complainant stated that someone attempted to kidnap his children and assault the person caring for the children by forcefully attempting to remove the children from the stroller while pulling the entire stroller away from the victim and assaulting her,” according to the Capitol Police statement. “The suspect then fled and was found at the Capitol South Metro Station. She was positively identified by the victim.”

Crystal Ann Barnes of Maryland was then arrested and transported to Capitol Police headquarters at 119 D St. NE for processing. Police spokeswoman Sgt. Kimberly Schneider said that two children were involved in the attempted kidnapping and that Barnes was charges with two counts of kidnapping and aggravated assault.

She declined to say whether any of those involved are Congressional employees.
